Here is the table used for determining the number of planets in a star system.

Star Class to Number of Satellites table is at offset 0x1F3CD4 in orion2.exe v1.31. 00 00 01 02 00 00 01 01 02 02 01 00 NOTES: 01 01 02 02 01 00 02 01 02 03 01 00 - Column is spectral class (0-5 blackhole excluded) 03 02 03 03 02 00 - Row is a random number 0-9 generated when the star is born. 03 02 03 04 02 00 04 03 04 04 02 00 04 03 04 05 03 01 05 04 05 05 03 01 05 04 05 05 04 01
When the star is created a random number between 0-9 is generated. The number is used to lookup the number of satellites that need to be generated for that star. The table above is used for that purpose.

From this table you can see that the brown star class (Column 5) has a 30% chance of having a single satellite (planets/asteroids/gas giants). So that answers that question.
