Spying +20, Telepathic, and rely on spies to steal tech from enemies and never do your own research. Viable against humans?

Depends on how good your opponents are.

Online, doubful.

In LAN Games, where you know your friends, and might have a good idea what race picks they usually play, you could surprise them with that Spy race. Not to mention, sabotage many of their buildings to annoy them.

The main thing to remember about spying is it requires you to SEE your opponent. You can't steal technologies from someone you haven't met yet.
So, this can leave you behind in the fleet building area, for example, if you choose Heavy Armor, instead of Automatic factories.

Also, it limits the other Race Picks you can select too.
You have selected 12 Race Picks, that means no UniAq, or Tol option.
If you are looking for a spy race to try,
try this:

Uni, Aq, Telep, Spy+10, std minuses.
It is probably, as close as you can get to a working Spy race.
You will have a pop modifier, and decent prod.
You will still be out produced by other prod race types (vs humans), so, you will have to research your range fast, to be able to sabotage early.
If you can destroy their initial sb you will cripple their early BB rush.
Destroy all of their sbs, and factories, and they might forfit. :D
MOO1 Fan, MOO2 Fan, MOO3 needed too many changes = hopeless, getting older waiting for a MOO4 (still).
