Balancing moo2
We all know that at the moment production races are the best. That uni tol +1 large is almost impossible to beat. And why is it ? because of housing that fact production races can produce them selves more pop. Why take the 100 % pick when u just can house ?. So I suggest that in the next 1.40 version that housing is removed. Think about it a feudal sub aqua large 100 % rich would actually be able to keep up with a uni tol pro 3 large with housing disabled.
There is already a nohousing switch. Though it automatically accelerates the basic growth to keep the game speed unchanged.
But the switch is quite unpopular at moment. Main reason for me: When there is no housing almost any colony has sufficient prod saved to build new buildings directly after breakthrough. Gameplay is a bit boring then, just tech, tech, tech...and some main planet pumps out colony ships...

Perhaps a horse of another color might be tried.
Instead of the nohouseing switch, how about a flat rate houseing switch.
that give an even amount of houseing no mater how much prod is generated. Standard other biasing factor size mineral grav and r-pic's for + or - growth.
a flate rate that would not slow the game to a no houseing level but would let non uni gov's stand a chance in poping there planets.
this will put a big crunch on standard routes of af's and some routes robo's to kick in prod for houseing so perhaps an initail high pop value to ofset not getting the uni delux robo/af/cloner 1 pop husing kicking in over 500% say how about half that value so if you get clones you could attain 350%.
Not haveing top end 500% pop slows end game a bit but the initail growth of 250% for 1 pop houseing will help speed thngs up alot and give the non prod races a better fighting chance.
