I can remember that trying to play a multiplayer game with the version for Win98 wasn't that much fun...
Actually it works (I don't remember if we used a COM2COM or LAN connection...), it was horrible to play. After each turn the two computers seem to have had a coffee break or something like that, because it took a lot of time until we could start the next turn.
Even if it was a know problem, the MicroProse developers didn't find a solution for the problem...
Does anybody from you know something about that problem?
Endless breaks between turns in multiplayer games with Win98
Microprose meant this game to be run in DOS, and they never really finished up on the windows version, specifically multiplayer.
According to a multiplayer setup guide for kali, it's really important to run the game in DOS for a decent speed.

EDIT:
-Taken directly from http://www.masteroforion2.com/4381/gamesetup/index.htmOnly use the DOS version.
The DOS version has MUCH less lag
at the end of turn and during battle.
- Remember Windows 95 was released
as Moo2 was being developed.
- ADSL and Cable connections make little
improvment in the windows Moo2 lag.
- Windows Moo2 across a 10/100MB LAN is OK-ish.
- An Internet 2-player windows Moo2 game is just about playable.
