cant exterminate conqured race - why ?

i instaled latest mod 1.5.something, and i play dictatorship custom race, and i have one problem, when i conqured enemy planet...option to anihilate enemy disapeared...why ?????
i remmber from long time ago, i was able to exterminate any race, unless i was democracy, now i cant...or i mised it ?
i allways played that my race will be onlyest living at galaxy...well except very last planet at which point i allways assaulted antareans and conquerd them.
