The Orion Nebula

My memory of the 1.31 game, which I have played off and on since it came out, was that Tolerant always gets the full max pop that a planet would have at Gaia, regardless of the actual climate.

But in playing with 1.41, I am definitely seeing planet max pop going up with Terraforming, whether I play with Tol+LIth, Tol+Sub, or just Tol. Is this a change?

With the win 1.31 version of the game I get the same bahaviour as with the the 1.40. Perhaps you was playing with an older version of the game.
