Would this Improve AI?!

I thought about this quite a bit. AI just does not build colony bases! Worst yet, it doesn't even colonize its own system when we put the game on good start rich start planets5 WTF. So how to improve AI? I thought about not giving colony tech on Average. You would have to research, expensive thou. This might get the AI to build a colony base instead... or would it jsut sit there not building anything?
