Is there a way to have the computer have more race-picks? How?

I believe there is a tool on this page http://lordbrazen.blogspot.com/2005/01/download.html that lets you edit a save game to change the race picks of the AI.

If I understand it correctly you would have to start up a game, then save it, exit out, use the tool to edit the save to change the AI's picks, and then play. I don't know which tool but I am sure someone will come along soon to point it out or you could search these forums a bit because I know its been mentioned before.
