16 bit MS-DOS Subsystem?

trying to run ocl, get the following errors:
C:\PROGRA~1\MICROP~1\Orion2\OCL_V021.EXE
C:\DOCUME~1\MICHAE~1\LOCALS~1\Temp\. A temporary file needed for initialization coule not be created to. make sure that the directory path exists, and disk space is available.
What does that mean? It's probably something very simple with it I am not doing, but my knowledge of computers is infantile at best. any help would be apreciated. thanks
