The food table is at offset 0x162B09 in orion2.exe v1.31 file (0x16AB49 in orion2v140.exe v1.40)

It is used in all production calculations. You can see this thread for base production calculations and tables.

It corresponds to initial production value assigned to a planet:

Some kind of switch to set uriches to 7, for example.
