How difficult would it be to re-write the exe?

It seems like there are a lot of editors around that can extract all the data. How difficult would it be to write a new exe that will work better?

Nice. Would you be interested in having more people involved? It has been a while since I've done any serious programming.

I do know the basics of C/C++.

From the looks of it, it will be a drastically different game if it is ever finished.

Any of the commercial games, SEV, SoTS or GalCiv2 will do if you just want to play something different in 4x space. IMO, none of them come close to being as addictive or as fun as MOOII.

I wanna see a clone of Moo2 made in VB.

I've played with VB 6.0 a little myself but I'm generally a noob, I do not program for a living and I have 0 experience with multiplayer/network stuff so If I ever made something it would be hotseat or manual turn file moving via e-mail/IM.
