Hello everyone, I'd just like to say first that I love the work that you've done here!

Now, I was curious if it was possible to reduce the impact that higher weapon technology has on the game. In MOO2 vanilla, laser age technology can't even land a blow on plasma or even phasor age technology. I would like to play a game where better weapon, beam defense, and beam targetting technologies enhanced a player's warships, but can't ever give them untouchable supremacy. For instance, if a tech race zips ahead to death ray age technology, it would be interesting if a large enough fleet of laser age ships could defeat a warship with endgame technology. Can this be conceivably done?

Yes. use OCL editor and modify the weapons damage, and the shields. that should give you the effect that you desire.
