Custom race behavior mod from long ago

Greetings!
I've been trying to find a fun mod I found for MOO2 some time ago that completely changed the stock race picks, names and AI behavior. I' don't remember too many details about the mod other than one of the modified AI races never built a ship larger than a destroyer or cruiser, so you'd face off against a swarm of tiny ships. Does that ring a bell with anyone?
