Siron's DC mod

Hi guys and gals,
I am trying to play a bunch of 4X space civs and their accompanying popular mods. I am planning on writing a game bible for a new game soon and hoping that such an experience would benefit me greatly. Accordingly, I was wondering if anyone knew where the DC mod is or has it to send me? I already have VDC, which is good but a little drastic.
