It come to witnessing the specials being repaired, engine, weapons, computer etc, about second question. With various stuff like malfunctioning repaired shield etc.

Play battles on auto, its more fair to AI than strategic (optionally skip ship design entirely to make it even more fair).
As far i got Interceptors are not used in strategic at all, just another honeypot tech pick from many there.

Thats incorrect, Rocco. The mechanic is more simple: first the halving part, than the shiled reduction. Otherwise you would see a Heavy laser or Normal Fusion piercing the ClassIII shielded planet by 1 damage each (while they do exactly 0: 6/2-3=0, not (6-3)/2=1.5), or Normal Graviton piercing a Cla...

Its not the best race for the settings you had provided, as the number of turns (60-70 if you're lucky) is about huge, not small galaxy. While i had never seriously played small from prewarp, turn estimates there should be something around 40 or so (maybe 30-35). Correct races for it slightly differ...

In case you actually bother about MP, you better use a T115 as a benchmark, as its usually the turn of breaking of initial peace time given for development, so you need to be at good peak performance with a fleet there. Wonder where you had seen any "turns to finish the tech tree" to compare though,...

Most likely you messed with crappy GOG .cfg files for dosbox. You need to unpack VDC archive to your moo2 folder (thus destroying the original game files irreversibly, unless you did a backup prior), than start vdcgm3.exe (or other ones, starting with "vdc" for other map generators) instead of orion...

First time i hear about anybody seriously using picks=14. And yes, point of VDC is to at least try to have non-heavy-production races playable.
